The simplest formula To make 1 lit= 750ml of Ethanol, 10ml of glycol, 5ml of essential oil, 235ml of DISTILLED Water. It has to be distilled water, not drinking water, not mineral water, not RO water, not tap water, etcCosmetic alcohol, ethyl alcohol, perfume carrier, cleaning agent
